Post Construction

Many projects require ongoing annual inspections to ensure proper operation and maintenance of certain key environmental and safety protection facilities. City staff also perform code enforcement inspections on a complaint basis for all properties within the city to ensure continued compliance with city codes.

All structures with approved fire prevention devices are subject to inspection by fire prevention staff. For more information contact fire prevention staff at 760-602-4665.  

 

Land use permit approvals generally include restrictions on the use of property or operation of approved business enterprises. Violations of a project's conditions of approval are treated as code violations and are subject to code enforcement inspection on a complaint basis.

Certain conditional use permit approvals include periodic review of the project site to ensure compliance with city codes and the respective project conditions of approval. Project proponents should contact appropriate planning department staff to discuss any post-construction land use permit inspection or review requirements.

 

 Certain potable and recycled water facilities require annual inspection as follows:

Backflow Certification

Potable water: Owners of potable water backflow assemblies must submit an Annual Backflow Recertification Notice that the backflow assembly has been tested and certified by a certified tester. Upon receipt of the mailed notice, owners are provided 30 days to complete the testing and certification and to return the completed and signed notice form. Recycled Water Irrigation Inspection

Annual inspections: Annual inspections are conducted by city staff at each installation site where recycled water is used to irrigate private landscaping. Owners will be notified to correct any deficiencies. The inspection with include a review of the following:

    • Signage installed per plan
    • Controller stickers
    • Tagging of valves
    • Coverage test after completion of the sprinkler system to ensure protection of area not approved for recycled water use
    • All aspects of the irrigation conditions including windblown spray, runoff and ponding
    • Required protection of all residential areas
    • Required protection of wells, streams, reservoirs, etc.
    • Cross-connection test if required
    • Color coded, laminated charts inside each controller
