Housing Element Update
The City of Carlsbad is updating its housing element, which lays out the city’s strategy to meet the housing needs for future residents. The state of California requires cities to update their housing elements periodically, and the City of Carlsbad’s proposed housing element is designed to meet the city’s needs until 2021.
The housing element has three essentials:
1. Preserve existing housing.
2. Provide housing opportunities for the upcoming period (2013-2021).
3. Prevent housing discrimination.
The city doesn’t build housing, but it must ensure that it has enough land to meet the projected need and that its zoning laws permit housing at different densities, to provide sufficient housing for all income levels.
The housing element also helps implement the community vision that grew from the City of Carlsbad’s “Envision Carlsbad” process, during which residents discussed the future of their city. The Envision Carlsbad goals are incorporated in the housing element and will be included in the city’s updated General Plan, which is the blueprint for future development.
